SUBSTANTIVE NEGOTIATIONS 2023

An Agreement entered into between the Employers’ Organisation for Hairdressing, Cosmetology, and Beauty, and UASA – The Union


A collective agreement was entered into, applicable and for a duration of 1 June 2023 until 31 December 2025.


The following prescribed basic conditions of employment were agreed upon by the parties (EOHCB and UASA) and forms part of the Collective Agreement of the National Bargaining Council for Hairdressing, Cosmetology, Beauty, and Skincare Industry.


PRESCRIBED SALARY/WAGE INCREASES:

Applicable Nationally (Area A, B, C, & D)

2023: 1 June 2023 – 31 December 2023 – 7%

2024: 1 January 2024 – 31 December 2024 – 6%

2025: 1 January 2025 – 31 December 2025 – 6%

Should it happen that in years 2024 or 2025 the increase of the Consumer Price Index (CPI) is 2% more than 6%, or, 2% less than 6%, the parties will renegotiate the percentage increase in question.

Note: Employers are advised to refer to the updated salary/wage schedules to be provided by the National Bargaining Council for Hairdressing, Cosmetology, Beauty, and Skincare Industry via their website – www.hcsbc.co.za, to effectively adjust salaries/wages and make deductions as of the June 2023 payroll.

ANNUAL LEAVE:

Applicable Nationally (Area A, B, C, & D)

An employer must grant annual leave equal to the number of days the employee would have been entitled to within a two-week period, not later than six months after the annual leave cycle.

Should there be any leave days outstanding after this period it must be paid to the employee by agreement between the parties.

Should the employee refuse to take annual leave when instructed by the employer, the leave will be forfeited six months after the leave cycle.

PERSONAL SERVICE COMMISSION (PSC):

Applicable to Areas A & D only

The parties agree that the PSC percentage of 20% applicable to areas A and D, for calculating leave pay, notice pay, and severance pay, will be increased to 23% with effect from 1 January 2025 on a phased-in basis as follows:

2023: 20% + 1% = 21%

2024: 21% + 1% = 22%

2025: 22% + 1% = 23%

COUNCIL FEES:

Applicable to Areas A, C, & D

With effect from 1 March 2023, the council fees for Employers and Employees will be 1.3% of the registered salary/wage.

Applicable to Area B (Division 112) only

With effect from 1 March 2023, the council fees for Employers and Employees will be phased in as follows:

2023: 1 March 2023 – 31 December 2023 – 80% of 1.3%

2024: 1 January 2024 – 31 December 2024 – 90% of 1.3%

2025: 1 January 2025 – 1.3%

SICK PAY FUND (SPF):

Applicable Nationally (Area A, B, C, & D)

The SPF rules will be amended to allow an Employer to approve the first day of illness without a medical certificate. A medical certificate will still be required for two or more days of sick leave.
